Mass killings are made lawful
The petition against euthanasia of stray and lost dogs was ignored by the government and a new law for the mass killings was passed and signed by the President. This means that the budget from the taxpayer's money will be given to government appointed firms that will kill cruelly (as they save on medications) and steal the money from the government budget. This scheme was used for many years and a few 'directors' of such firms were jailed, but the corruption continues. Hundreds of thousands of dollars are disappearing and the animals face cruelty every day.
Private shelters face land abduction and are threatened.
The state bodies are abducting privately owned lands from private shelters and come up with the following excuse: “Land ownership for the purpose of building a shelter doesn’t exist in the country.” This is despite private shelters being functional in the country for over a decade.This is not the first shelter to face land abduction threats by local authorities. Shelters fear complete abolishment due to constant publications in mass media that spread hate and violence towards animals. None of the animal cruelty offenders EVER faced ANY CHARGES, very few paid very small fines...
None of the animal cruelty cases were investigated thoroughly or taken seriously, and all offenders avoided the consequences. The law exists, but no one acts according to it - even when cameras are present, even when witnesses confirm the killings and abuse. Crimes aren't taken seriously by the government officials.
Mass media manipulation to excuse animal abuse is used to silence the activists
Mass media in Kazakhstan is often used to downplay animal abuse and discredit activists. "Sensational stories" and misleading materials are shared across controlled mass media outlets to justify cruelty and convince people that killing animals is not only acceptable, but needed. In some cases, even officials support or ignore these narratives instead of enforcing the law. When those in power refuse to protect animals and the people who care for them, it becomes clear that real change must come from public pressure and international attention. The worst part is that the general public picks up these trends and kills innocent puppies, kittens and pregnant dogs.
Police and the vet service kills all cats in the woman's flat while she's away
In July 2026, in the city of Konayev, 19 pet cats belonging to local resident Nina Kolganova died following a visit by police and animal control services. On July 14, 2026, a district police officer and animal control personnel visited the owner, citing a neighbor's complaint regarding the keeping of the animals. The woman was taken to the police station, while the cats found in the apartment were seized and destroyed without a court order.
Dogs are poisoned and the shelter owner threatened by armed men
5 rescue dogs in a shelter called Comes were poisoned by the neighbours who had a conflict with the shelter, after the neighbours were grazing livestock on the shelter's premises without permission. Later on, armed men on horses came to the shelter and threatened the owner by saying 'We don't want you here, leave or else'.

Dogs hung in 3 cities of Kazakhstan
A dogs was found chained up and hung on a tree in the city of Semey. It was evident that the animal had tried to break free—the tree bark was badly scraped—but to no avail.Witnesses posted photos of the grim discovery online. Police launched an investigation and appealed to the public for help, eventually identifying a 67-year-old woman.Kazakhstanis also reported on social media that a stray dog had been hung on the grounds of a recreation center in Almaty. They began calling for a boycott of the establishment and lowering its rating on online maps. Some commenters accused the management of cruelty and called for harsher penalties for such an incident.In the city of Shymkent dogs were killed and hung by the rubbish bins, the police didn't investigate the case.
