Mass killings are made lawful... again

The petition against euthanasia of stray and lost dogs was ignored by the government and a new law for the mass killings was passed and signed by the President. This means that the budget from the taxpayer's money will be given to the firms that will kill cruelly (as they always did to save on medications) and steal the money from the government budget. This scheme was used for many years and a few 'directors' of such firms were jailed, but the corruption continues in 2026. Private shelters face land abduction and threatened.

The state bodies are abducting privately owned lands from private shelters and come up with the following excuse: “Land ownership for the purpose of building a shelter doesn’t exist in the country.” This is despite private shelters being functional in the country for over a decade.This is not the first shelter to face land abduction threats by local authorities. Police and the vet service kills all cats in the woman's flat while she's away

In July 2026, in the city of Konayev, 19 pet cats belonging to local resident Nina Kolganova died following a visit by police and animal control services. On July 14, 2026, a district police officer and animal control personnel visited the owner, citing a neighbor's complaint regarding the keeping of the animals. Dogs are poisoned and the shelter owner threatened by armed men

5 rescue dogs in a shelter called Comes were poisoned by the neighbours who had a conflict with the shelter, after the neighbours were grazing livestock on the shelter's premises without permission. One of the dogs was a therapy dog for children.
Later on, armed men on horses came to the shelter and threatened the owner by saying 'We don't want you here, leave or else'.

Dogs hung in different cities of Kazakhstan

A dogs was found chained up and hung on a tree in the city of Semey. It was evident that the animal had tried to break free—the tree bark was badly scraped—but to no avail.Witnesses posted photos of the grim discovery online. Police launched an investigation and appealed to the public for help, eventually identifying a 67-year-old woman.Kazakhstanis also reported on social media that a stray dog had been hung on the grounds of a recreation center in Almaty. The dog was friendly and played with the visitors, until one visitor said they don't like dogs around. The administration then killed the dog. People online after the news began calling for a boycott of the establishment and lowering its rating on online maps. Microchipped and neutered animals are also being killed.Lost animals aren't returned to the owners as per law and are being killed too. No water, no food.

In 2025, an activist stated that clipped, neutered or microchipped dogs were captured and killed too. They have the right to roam the city, as they're vaccinated and spayed as per previous government agreement to use the 'neuter and release program'. All of these dogs are friendly to humans.However the 'neuter and release' program was heavily sabotaged by the local government bodies and then used to accuse the program for being 'ineffective' and used as an excuse to push a new law in 2026 to kill all strays."Why are they being kept there? I can't understand that. Anyone who loses a dog has 15 days to contact the animal control department to see what dogs are there. They come with a passport and documents, and if there's a fine, they pay and take the animal. But our dog control department doesn't cooperate. People filmed these videos for me. And I want to say that in other regions, there's contact with volunteers. Volunteers have access to the area, can take dogs under their care, spay or clip them. There's a law: don't touch dogs with clips. But here in the Atyrau region, they're being destroyed, killed in broad daylight, with darts. It's a vicious cycle, and it never ends. I'm a public figure, a member of the Assembly of the People of Kazakhstan. “I cannot ignore cruelty to animals,” Sinitsyna said.Earlier, it was reported that two dogs were shot dead right in the central square in the city of Kyzylorda. They were then pushed to the side of the road and left to die painfully.
